Why attend this training?
This 5 day programme provides the opportunity to bring together the range of quality improvement tools such as National Quality Improvement Network (NQIN) Principles, Early Years Quality Improvement Support Programme (EYQISP), Centre for Excellence in Outcomes (C4EO), Outcome Based Accountability and self-evaluation.
Using the latest research and policy relating to improving outcomes for young children, the programme will critically reflect on policy and research evidence and explore its implications for current and future practice. It will provide senior managers with the ability to focus on the most effective methods for sustainable quality improvement.
Who should attend?
Quality Improvement Senior Officers including Managers of Early Years Consultants/Advisory Teams, Workforce Development, Children’s Centre areas/clusters, Childcare Sufficiency.
Course aims
-
To enable Local Authorities to better meet their Early Years outcome duty by integrating Quality Improvement tools in line with current statutory requirements.
- To support Quality Improvement Managers in assessing and linking Quality Improvement tools in order to improve outcomes for all children and narrow the gap fo rthose at risk of disadvantage.
Learning outcomes
All learning outcomes are mapped against key National Occupational Standards for leadership and management.
Programme
Day 1
This day will explore the leadership qualities and strategies which enable Quality Improvement Managers to meet the challenge of the Early Years Outcomes Duty and other requirements of the Childcare Act 2006. The first day will identify the key components and organisational constructs which will enable participants to plan a framework for service improvement.
Day 2
Participants will critically review national and local performance frameworks, and relevant policies, with a view to ensuring their local quality improvement systems meet legal, regulatory, ethical and social requirements. This exercise will support participants in engaging local stakeholders in the commissioning of early childhood and childcare services.
Day 3
Participants will develop the skills and understanding to apply Outcome Based Accountability to help meet the requirements of the Early Years Outcomes Duty. Other quality improvement tools, including Early Years Quality Improvement Support Programme (EYQISP), will be critically analysed in relation to improving quality improvement processes.
Day 4
To improve knowledge management and data handling skills, this day will focus on using and applying research with an emphasis on using the Centre for Excellence and Outcomes (C4EO). A stronger evaluative skills base will enable participants to develop more robust evidence based practice and embed evaluation in service development.
Day 5
New systems and practice can only be successful once they are embedded. The last day will focus on leading and managing change to improve organisational performance and manage quality systems.
Action Learning
Training in action learning will be embedded within the programme as a key methodology for generating organisational change. Participants will be able to form local Action Learning Sets.
Access to materials and resources
Participants will have access to NCB’s Library and Information Service which has a comprehensive and multi-disciplinary collection of books, journals and grey literature on all aspects of children and young people's social care, health and education. It is the largest collection of resources about children and young people’s issues in the UK.
The course tutors
Dwynwen Stepien (Course Leader) is the Director of the Early Childhood Unit. She initially worked in research and youth work before going onto secondary school teaching. Returning to research and regeneration work in the 1990’s she moved into early years and childcare. Since then she has headed up early childhood services in West Sussex and most recently in the London Borough of Haringey.
Dwynwen will be working with a range of specialist staff and associates of NCB.

Cancellation
All cancellations must be received in writing. In the event of a cancellation, a full refund will be given for one month's notice, a 50% refund for 1 month to 14 days notice and no refund for less than 14 days notice. Substitutions may be made at any time.
